The ASP Discoverer is not provided as an extension: instead it is embedded in AIP Core on your AIP Node and is therefore present "out of the box".

An exclusion rule is active by default, which will force ASP projects to be discovered but ignored when a full .NET web project exists. This option is exposed in the CAST Delivery Manager Tool:
