This Overview panel is accessed via the Onboard application button. If you do not see this button, you need to specifically enable itthe onboarding with Fast Scan workflow - see Administration Center - Settings - Application Onboarding:

Legacy onboarding

Legacy onboarding is accessed via the Add application button. If you do not see this button, you need to disable Modern onboarding and the onboarding with Fast Scan workflow and then switch to legacy onboarding - see Administration Center - Settings - Application Onboarding:
