After copying the contents of folder ToBeInstalledInSCDFPlugins to the <Delivery_folder>\plugins folder, Siebel is not present in the list of vendor specific repository as shown below

Step by Step Scenario

Install the Siebel Language Pack 5.0.1 version
Copy the contents of folder ToBeInstalledInSCDFPlugins to the <Delivery_folder>\plugins folder
Launch the DMT
Try to add package and see that Siebel is missing from the list of vendor specific repository
