Details

To create Public Synonyms and Public DB links, it is mandatory to analyze Public schema in addition to your participating schema.

Please make sure:
PUBLIC schema is selected in DMT along with participating schema. (7.2.X onwards)
PUBLIC schema is analysed by looking in the log and  Analysis Unit description  containing Name : PUBLIC
