It actually can be a normal behaviour due to the below findings; If there is a dot ('.') just after the first clause of the FD and before the end of the sentence (see the sample code below).
This makes the FD reduced to the first clause and then there is no BLOCK CONTAINS clause identified by the analyzer raising violations for this metric even if we have the BLOCK SIZE declared.This is actually normal behavior since this is not correct code to have a dot ('.') followed by the first clause of the FD.So it is advisable to remove the dot ('.') to correct the code and remove these violations.
